A new jailer Shing becomes friend with a prisoner Hong who was once a lawyer. Shing meets Hong's sister and they fall in love. However, she is raped by the deputy jailer chief and then commits suicide. In the jail, the deputy jailer chief is very cruel to the prisoners. Eventually it leads to the prisoners' riot. Shing and Hong contrive to kill the deputy jailer chief out of revenge.
